       I have a question    in conversation yesterday the topic of leap year came up and the question was if you were born on Feb 29th  and its the three years with only 28 days do you celebrate your birthday on the 28th of Feb or on the 1st of March      how is this determined?

This takes place March 9th like they changed it last year to make it earlier
